business opportunity The State Grid Corp (SGC), one of China's two power grid operators, has released two development plans on smart grid, namely the Plan on Research and Manufacturing of Smart Grid Key Equipment (System) and the Plan on Technological Standards System of Smart Grid. The move is described as major measures for promoting construction of China's smart grid. The Plan on Research and Manufacturing of Smart Grid Key Equipment (System) has for the first time worked out a systematic research and production plan for key equipment including seven technical areas, 28 technical projects and 137 items. Based on the plan, the company will carry out smart grid key equipment research and production in three stages. The Plan on Technological Standards System of Smart Grid puts forward a technological standards system of 92 standards series, 26 technological areas and eight branches of general planning, smart power generating, smart transmission, smart transformation, smart distribution, smart use, smart dispatching, and communication and information. SGC will draft the technological standards in three stages. Based on this, SGC will step up formulation of standards for smart grid companies. Although SGC has scored a group of world leading scientific research achievements, but the present technical standards can hardly satisfy all the needs of China's development of smart grid. It is urgent for the company to establish a systematic, sound and open system of smart grid technical standards with China intellectual property right. The building of the technical standards system will help further upgrade the smart grid key technical standards with China intellectual property right to an international one. This is good for China to enhance the right of word in the world in formulation of such standards, and raise the success rate of China's related industries to participate in international competition in the field of smart grid in the future. Currently, the energy efficiency of smart grid has won wide acceptance in the world. The United States and the EU countries have all fixed smart grid as an important strategy. According to statistics, smart grid is expected to bring about business opportunity amounting to Euro30 billion in the world in the coming five years. Although China is late in smart grid industry, it still has achieved rapid development in recent years, and various regions of the country are speeding up drawing up plans on smart grid development. In March 2010, SGC announced that it would invest RMB24.3 billion in building a strong smart grid in the Three Gorges reservoir area. At the same time, SGC's subsidiaries including those in Beijing, Tianjin, Zhejiang and Shaanxi have kicked off trial operation of smart grid by sector. In April 2010, SGC issued a green development white paper, predicting basic completion of the smart grid in 2020. Smart grid, with construction mainly focusing on six major areas of electricity generating, transmission, transformation, distribution, use and dispatching, as well as information platform, covers all areas of the traditional electric power system. China's construction of smart grid will create huge industrial bread as it involves many industries such as electric power equipment, information and communications, and new energy. Industry experts estimated that the business opportunity in grid technology will exceed RMB1 trillion. However, the big business opportunity of China's development of smart grid has attracted eyes of world electric giants. Siemens has become a major equipment supplier of converter transformer and direct current ground for the demonstration project of Yunguang extra high-voltage direct current transmission, the first 800-Kv power transmission line in the world, which put into operation in January of this year. World electric giant Schneider, lured by the big business opportunity in China's smart grid, moved its Asia-Pacific Region Headquarters and China headquarters to the Wangjing Sci-Tech Park of Beijing in May this year. The Plan on Research and Manufacturing of Smart Grid Key Equipment (System) said that one of the important tasks of China's development of smart grid is to raise the independent innovation capacity of China's power equipment industry, the capacity of advanced manufacturing, and leading capability of technology. It said that it will try hard to put its key equipment research and manufacturing plan into the national first major technical equipment project, the directive catalogue of major technologies and equipment for independent innovation and scientific and technological supporting plant. China's smart grid construction will stress use of China-developed products and technology under the precondition of independent innovation and ensuring technical quality in a bid to raise the level of China's equipment manufacturing. Under such a policy, China's domestic enterprises have started adjusting distribution, and marching in the smart grid sector. In fact, since May 2009 when SGC published its first smart grid development plan, some domestic companies such as State Grid Naritech, Huawei and ZTE have taken actions to get ready for competing for the big bread created by the smart grid industry. Even some companies not involved in the smart grid business have taken moves. For example, the Shenzhen company of the China Aerospace Science and Industry Corp has announced purchase of two electric power equipment manufacturing firms, the Shenzhen Techrise Electronics Co., Ltd. and Xi'an Liangli, planning to get into the smart grid construction drive via the platform. However, although Chinese enterprises have reached or led the advanced world level in certain equipment and technologies in grid construction, they are still behind in smart grid areas. | . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . | <欄目> 行業分析 <標題> 中 國智能電網產業的巨大商機 <記者> 博雅 <正文> 中國國家電網公司近日發佈了 《智能電網關鍵設備(系統)研製規劃》和《智能電網技術標準體系規劃》,這是推動中國智能電網建設的重大舉措。 《智能電網關鍵設備(系統)研製規劃》首次系統地提出了包括7個技術領域、28個技術專題和137項關鍵設備的研製規劃。按照該研製規劃,國家電網將分3 個階段開展智能電網關鍵設備研製。 《智能電網技術標準體系規劃》提出了由綜合與規劃、智能發電、智能輸電、智能變電、智能配電、智能用電、智能調度、通信信息8個專業分支、26個技術領 域、92個標準系列的智能電網技術標準體系,國家電網將分3個階段制定智能電網技術標準。國家電網將以此為指導,加快編制智能電網企業標準。 儘管國家電網已獲得了一批具有國際領先水平的科研成果,但是現有技術標準無法滿足中國智能電網的全部要求,建立一個系統、完善、開放並擁有自主知識產權的 智能電網技術標準體系已迫在眉睫。通過技術標準體系的建設,把具有自主知識產權的智能電網關鍵技術標準進一步上升為國際標準,有利於增強中國在國際智能電 網技術標準制定領域的話語權,提高中國相關產業參與未來智能電網領域國際競爭的成功率。 目前,智能電網的節能效率已經獲得國際普遍認可。美國、歐盟各國都把發展智能電網作為重要戰略。有數據顯示,在未來5年內,全球智能電網所帶來的商機將達 300億歐元。 中國智能電網產業儘管起步較晚,但近年來發展迅猛,各地智能電網產業正在加速佈局。今年3月,國家電網公司宣佈,未來10年將在三峽庫區投資243億元人 民幣建設堅強智能電網。同時,國家電網下屬各公司包括北京、天津、浙江、陝西等,都已分領域啟動智能電網試點工作。今年4月,國家電網公司發佈綠色發展白 皮書,預計在2020年基本建成智能電網。 智能電網將主要圍繞發電、輸電、變電、配電、用電、調度等6大環節及通信信息平台進行建設,全面覆蓋傳統電力系統的所有領域。中國智能電網建設將會催生一 塊巨大的產業蛋糕。智能電網涉及相關產業很多,包括電力設備、信息通訊、新能源等,業內專家估算,其中僅電網技術的商機可能就超過萬億元人民幣。 中國智能電網巨大的發展商機吸引了國際電氣巨頭的關注。今年1月在中國投產的世界首條800千伏特高壓輸電線路——雲廣特高壓直流輸電示範工程,西門子公 司成為該工程換流變壓器、直流場等主設備提供商之一。電氣巨頭施耐德受中國智能電網所帶來的巨大商機的吸引,已經於今年5月將其亞太區總部同中國區總部遷 入北京望京科技園。 不過,《智能電網關鍵設備(系統)研製規劃》則明確表示,中國智能電網的發展的一項重要任務是全面提高中國電力裝備業的自主創新能力、先進製造能力和技術 引領能力。並表示積極爭取將關鍵設備研製規劃納入國家首台(套)重大技術裝備項目、重大技術裝備自主創新指導目錄、科技支撐計劃等重大專項。中國智能電網 建設,將立足自主創新,在保證技術質量的前提下,重點採用自主產品和技術,以提升中國裝備製造業的水平。 受此政策影響,中國國內相關企業開始調整佈局,進軍智能電網。實際上,在去年5月國家電網首次向社會公佈了“智能電網”發展計劃以來,國電南瑞、華為、中 興等國內相關企業已行動起來,為爭食智能電網產業蛋糕做好準備。甚至一些與電網無關的公司也有動作,如航天科工深圳公司宣佈收購2家電力設備製造商——— 深圳市泰瑞捷電子有限公司和西安亮麗儀器儀錶有限公司,計劃以此為平台強勢切入智能電網建設領域。 但是,儘管目前中國企業在電網建設上的部分設備技術已達到或處於國際領先水平,但在智能電網領域仍存在較大差距。 |
